I've lost my old Guiness book of records, but I'm pretty sure that
100F has been recorded within the Arctic Circle in Sweden. I'm sure
there are many locations, within the Arctic circle in Siberia, where
100F has been recorded, but finding information has been difficult.
This travel article refers to 37C (98.6F) as a temp record in Vorkuta,
at 67N. I wouldn't be surprised to find that the temp record in the
Arctic is higher than the max temp record in the UK. It'll be close.

It was 30.0 C at a weather station called Lade, Trondheim at 17.16 (local
time, BST +1) today! Looks like I was lucky to get the cool 23C ;-)
