Malcolm,
During the 1909-1924 period, and possibly longer, the USGA published
many Decisions via their 'year book'. eg. USGA Year Book 1918,
etc....and if you can locate some of these they would be rich source of
information.
Also.....if you wish to track down 'Golf, Its Rules and Decisions'
(Richard Standish Francis) its ISBN number is ISBN 1428 65464X. There
were a number of re-issues/updates...and I think this one is 1939. (A
stellar year BTW!)
